I was able to find my grandparents' birth certificates in Northern Serbia.

When they were born and immigrated to the US, the town they were born in and lived in was still part of the Kingdom of Hungary. I hired a lawyer in the nearest large city (Novi Sad), how spent a few weeks going through birth records in the areas surrounding the town. He was able to find birth and marriage records for my great grandparents going back to 1836. Lots of Americans do this and a lot of English are doing it now too in preparation for Brexit.
